It would be found near the connection switch (Anschlussweiche) that links a private track (like those serving a factory or port) to the main public line. It marks the legal and operational jurisdiction where responsibility for maintenance and traffic control shifts from the public rail operator (i.e. Deutsche Bahn (DB)) to the private owner.
The sign uses the old German spelling with "ß" (Anschluß) where modern German spelling, would spell the symbol with "ss" (Anschluss).
