This is an authentic German signaling paddle (Winkerkelle or Schaffnerkelle in German), historically used for traffic control and railway operations. They were essential for directing vehicles or signaling train departures. During WW2, they were used by German traffic police and military field police (Feldgendarmerie). They were also used as a direction indicator (Winkerkelle) for signaling turns in horse-drawn carriage traffic.
