This is an authentic British (Government of Hong Kong) legal tender currency note. This particular bank note is uncirculated, new old stock, & issued between the years 1971-1981, based on the signature (see below).
This was the smallest denominated banknote issued by the (Former) British Commonwealth government of Hong Kong and was "Fractional Currency".

Brown print/text over a light blue underprint. Contains the face of a youthful Queen Elizabeth II and indicates it as legal tender from the Government of Hong Kong.
Signed by C. P. Haddon-Cave, the 2nd of 5 signers (1971-1981).
