History:
The United Kingdom parliament instituted the Victory Medal in September 1919. It was issued for service in an active theatre of military operations during WW1 between 5 August 1914 & 11 November 1918. It was one of a number of WW1 campaign medals awarded.
The Victory Medal was issued to those who received the 1914 Star or 1914-15 Star, and to most who were awarded the British War Medal. Never awarded singularly.
Following discussions at the Inter-Allied Peace Conference at Versailles in 1919, the basic design & ribbon was adopted by most allied countries who fought together in WW1.
