This is an Adolph Hitler period piece Wall Plaque, ca. 1930s.
It's made of a hardened plaster material that has been partially damaged to the reverse/top. The hook mechanism prevents intended hanging of the piece and thus, would be best suited on a picture rack for placement (as shown in photos) on a shelf or mantel. Also note, at the top, there is a hairline fracture above the head. None of which detracts from the intended depiction of the piece. The damage has gone into the price selection.
